9 Ekim 2013 \u00c7ar\u015famba g\u00fcn\u00fc Bilkent Otel\u2019de ger\u00e7ekle\u015ftirilen Seminer\u2019e konu\u015fmac\u0131 olarak kat\u0131lan TOBB ET\u00dc Uluslararas\u0131 \u0130li\u015fkiler \u00d6\u011fretim \u00dcyesi Yrd.Do\u00e7. Nihat Ali \u00d6zcan, \u201cDevlet ve PKK: \u00c7\u00f6z\u00fcm\u00fcn neresinde?\u201d ba\u015fl\u0131kl\u0131 bir sunum yapm\u0131\u015ft\u0131r.<\/p>\n

Toplant\u0131da ilk olarak, PKK\u2019n\u0131n kuruldu\u011fu g\u00fcnden g\u00fcn\u00fcm\u00fcze kadar izledi\u011fi strateji, kulland\u0131\u011f\u0131 ara\u00e7lar ve hedefledi\u011fi ama\u00e7lara de\u011finilmi\u015f, belirlenen de\u011fi\u015fimler ele al\u0131nm\u0131\u015ft\u0131r. Dr. \u00d6zcan\u2019a g\u00f6re 1995 y\u0131l\u0131 PKK stratejisinde bir k\u0131r\u0131lma noktas\u0131d\u0131r. Bu tarihten itibaren \u00f6rg\u00fct, a\u015fa\u011f\u0131dan yukar\u0131ya do\u011fru, \u00f6nce kimlik ve ulus, sonra bir devlet in\u015fas\u0131 amac\u0131yla hareket etmi\u015ftir.<\/p>\n

Devletin izledi\u011fi ve PKK ter\u00f6rizmine kar\u015f\u0131 silahl\u0131 m\u00fccadele ile ba\u015flayan strateji ise y\u0131llar i\u00e7erisinde pek \u00e7ok kez de\u011fi\u015fime u\u011frayan, dalgal\u0131 bir seyir izlemi\u015ftir. G\u00fcn\u00fcm\u00fczde ise \u00f6rg\u00fct\u00fcn faaliyetlerini s\u0131n\u0131rland\u0131rmay\u0131 hedefleyen devlet, egemenli\u011fi payla\u015fmaya y\u00f6nelik g\u00f6n\u00fcls\u00fcz bir \u00e7at\u0131\u015fma \u00e7\u00f6z\u00fcm\u00fc s\u00fcrecine girmi\u015ftir. Stratejisinin bile\u015fenleri olarak, k\u0131sa, orta ve uzun vadede sonu\u00e7lar vermek \u00fczere ekonomik, sosyal ve psikolojik alanlarda ve g\u00fcvenlik, i\u00e7 ve d\u0131\u015f politikalar\u0131nda m\u00fccadele y\u00f6ntemlerine ba\u015fvurmu\u015ftur.<\/p>\n

Toplant\u0131 sonunda t\u00fcm bu stratejik de\u011fi\u015fiklikler ele al\u0131narak, g\u00fc\u00e7l\u00fc ve zay\u0131f noktalar\u0131 ile s\u00fcrecin ula\u015fabilece\u011fi olas\u0131 senaryolar ve kar\u015f\u0131la\u015f\u0131labilecek g\u00fc\u00e7l\u00fckler tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Neticede, devlet ve PKK\u2019n\u0131n beklentilerinin farkl\u0131 oldu\u011fu, ini\u015f ve \u00e7\u0131k\u0131\u015flarla devam eden \u00e7\u00f6z\u00fcm yolunda \u00f6rg\u00fct\u00fcn talepleri ile devletin verebilecekleri aras\u0131ndaki makas\u0131n kapanmas\u0131n\u0131n daha uzun y\u0131llar alaca\u011f\u0131 belirtilmi\u015ftir.<\/p>\n
